1.0   GENERAL INTRODUCTION OR BACKGROUND OF THE STUDY

1.1   INTRODUCTION

        Is training the bedrock of achieving organizational goal. This question in recent times has been surrounded by confusion due to the immeasurable virtuous of training as conceptual word which increases the quantity and quality of workers mental skills in an organization whether it is established on purely profit making or non-profit making. This further implies that training is the architect of effectiveness and efficiency in an organization. A myriad of large, medium and small scale business shave untimely collapsed unwittingly as a result of their sudden death. Training power is the weapon to conquer defectiveness, backwardness, ineffectiveness, inefficiency and maladministration in an organization.

Training will be understood as any learning activity which is directed towards the acquisition of specific knowledge and skills for the purpose of an occupation or task without exhausting too much of our time.

1.2   STATEMENT OF THE PROBLEM

        In every research one must encounter one problem or the others, like the popular saying “No pain, no gain”. Researchers encounter many problems on their way to carrying out a study. Problem arising from finance. Finance can not be ignored and it constitutes are of the major problems of research. Other problems are indispensable most interviewers are not always ready to disclose needed information. They are of the opinion may be one wants to expose their weakness to the press and many other unthinkable opinions.

1.3   PURPOSE/ OBJECTIVES OF THE STUDY

       To know how the organization plan for training and development

–       To examine the importance of training and development to both employee and organization

–       To know the problem facing the employee training and development in an organization

–       To find a solution to the problem

–       To know the historical background of Kwara state teaching services commission.

Another significant aim of this research is to sensitize business owners on why they should pick training as the only tool, in view to increase their productivity and effectively. This project has been conducted to providing lasting solution to ineffectiveness and inefficiency in an organization. This research is solely aimed at using training as the bedrock of achieving predetermined organizations.

1.4   SCOPE AND LIMITATION OF THE STUDY

The research study is, training: A guide to manpower development on an organization.

A case study of teaching service commission Ilorin. Due to the time factors, easy access to case study for information for the research.

1.5   ORGANIZATION OF THE STUDY

        The first chapter of the work comprises of the introduction of the study, scope and limitation of the study, importance of the study, methodology of research, definition of the basic terms and lastly organization of the study.

The second chapter starts with the literature review, what is training, the purpose of training, problem of training, benefits of training and lastly relationship between training and manpower development in an organization.

The third chapter was preceded with research methodology, sample and population of the study, sources of data, methods of data analysis and research problems.

Chapter four of this works start with analysis of training, procedures in teaching services commission, and the importance of training to the commission. The last chapter is summary, recommendation and lastly with the bibliography.

1.6   DEFINITION OF TERMS

        In studying the basic terms that forms the topic of this study. It could be ascertained that some components of the topic needs brief interpretation.

Training: training is simply the acquisition of knowledge, formally of informally. In other word, training means knowing what in unknown.

Guide: According to the advanced learner’s dictionary. Guide is “something that gives you enough information to be able to make decision about something or an opinion”. A guide can simple be said to be companion to making or taking a decision.

Manpower: manpower is the total workforce of an organization. It is the number of workers needed to do a job.

Development: Development is the growth of something so that it becomes more advanced stronger, powerful etc. Development connotes positive change in the power of something.

2.0   LITERATURE REVIEW

        Training is a concept related to human resources management or simply put, personal management. Human resources management or personnel management are also words of administration. Administration is therefore attributing to social science. Consequently, it is known fact the nature of social sciences does not give room for definite answers. That is to say, there is no single accepted definition of social science.

However, training as a conceptual word is ambiguous and persuasive for it to have an accepted definition. Training has been defined in various forms due to its nature of ambiguity. This has in recent times given birth to the plethora definition given to it by numerous scholars
